Why do some people believe being rude makes them better than others?

Have you noticed some people will ignore you when you greet them with a Hello? This baffles me in many ways. To me it makes the people who don't speak seem insecure and misguided. I may be wrong. Do you believe in being polite to other people? Do some people believe being rude to others makes them better than others?
