308 win and barrel length and velocity?

I am trying to decide if I should get a Ruger 77 ultra light with a 20 inch barrel or a standard with the 22 inch barrel. I want it to be an all around gun and have heard that a 308 still gets good velocity with the shorter barrels. What will the difference be? How much worse will muzzle blast and recoil be? Thanks.
