Why did that lady in Palm Springs invade a No on Prop 8 rally when she knew she was going to incite a riot?

The No on Prop 8 had a permit to rally and she came in with her styrofoam cross and "Yes on Prop * - Screw the Gays" sign knowing she was going to incite a riot. Isn't that illegal?
